Noonan picked to replace Groesbeck
Butte-Silver Bow commissioners appointed Art Noonan Wednesday to fill the vacated District 74 legislative seat of George G. Groesbeck, who died unexpectedly Dec. 7.
Commissioners interviewed Noonan and former longtime representative Bob Pavlovich before choosing a replacement.
The local Democratic Central Committee nominated Pavlovich, Noonan and Larry Cyr earlier this week, but Cyr did not attend the council meeting and was not considered for the position.
Council separated the two candidates and asked each the same seven questions, including whether they are familiar with the 21 draft bills Groesbeck planned to introduce in the upcoming session. The two also were asked about their priorities in the Legislature, their ability to work with the congressional delegation and legislators, and whether they would support public-operated utilities.
"I know how to get along with the other side of the isle," Pavlovich said.
Pavlovich hadn't reviewed and wasn't familiar with Groesbeck's draft bills, but said he believes he could support them.
Both candidates said they support public power. Pavlovich also said he would work to seek funding for a veterans' nursing home in southwest Montana.
Noonan, however, garnered all 10 votes of the commissioners who attended the meeting and a standing ovation after speaking vividly about Groesbeck's agenda and draft bills.
"I have looked at it closely," he said. "I helped him develop some of it actually. I feel confident to move George's agenda." Noonan opted not to seek re-election last year to the District 73 seat to serve as executive director of the Montana Democratic Party.
He said he will finish Groesbeck's term, but will not seek re-election to the District 74 seat. His Democratic party executive director position will be placed on hold until he returns.
The Legislature convenes at noon Jan. 5.
